Marketing vs utility vs authentication: WhatsApp categories & pricing

What each WhatsApp template category means, how Meta prices them, and how to choose the right category to control costs.

Categories decide the price

Every WhatsApp template belongs to one of three categories, and the category of the first template you send in a conversation sets that conversation's cost. In India, marketing conversations cost the most (around ₹1.09), utility conversations cost far less (around ₹0.145), and authentication conversations are similarly low-cost.

Choosing the right category isn't just about compliance — it directly controls your bill. A message that could be utility but is submitted as marketing costs seven times more per send.

Marketing

Marketing templates include any message that promotes a product, service, or offer — festive sales, new arrivals, abandoned-cart nudges, loyalty rewards. They're the most expensive category because they're business-initiated promotion. Always include an opt-out ('reply STOP') on marketing templates.

Use marketing for genuine promotional sends and budget for them deliberately. They're high-impact but you should know exactly what you're spending before you hit send.

Utility

Utility templates are non-promotional, transactional messages — order confirmations, shipping updates, appointment reminders, account statements. They cost a fraction of marketing messages and have very high open rates because they're expected by the recipient.

Maximise utility messaging. Every order update, reminder, and confirmation you move onto WhatsApp is a cheap, high-engagement touchpoint. Many businesses find utility messages pay for themselves in reduced support load.

Authentication

Authentication templates are one-time passcodes (OTPs) for login or verification. They're priced similarly to utility and are essential for any business doing phone-based login or transaction verification. Delivery speed matters most here — choose a provider with fast sending.

If you send OTPs by SMS today, WhatsApp authentication is typically cheaper and gets delivered faster — worth testing as a primary or fallback channel.

Category gaming backfires

Meta reviews submitted templates and re-categorises any that look like marketing but were submitted as utility. A 'order update' that's actually a 20%-off promo will be reclassified to marketing — and repriced. Submit honestly; the cost difference isn't worth a rejected or reclassified template.

When in doubt, the rule is simple: if the message nudges a purchase, it's marketing. If it informs about an existing transaction, it's utility. If it verifies identity, it's authentication.
